First encode the command according to  How to to encode downlink messages for reconfiguration?. Copy Hex-encoded command for the later step.

Go to Devices and click on the Edit icon of the target device. Scroll down and click Send downlink. Enter the copied payload into Payload and 1 into Port. Click Send to schedule the downlink command.
